Attorney General and Senate President Pro Tem Call Upon Counties to Assist in the Fight Against Human Trafficking
The leader of the State Senate, President Pro Tem Darrell Steinberg, and California State Attorney General Kamala Harris have asked for the assistance of counties in implementing and enforcing the requirements of recently enacted legislation designed to increase access to services and increase rescues for victims of human trafficking.
Many of us in the law enforcement community and the administration of justice arena know all too well the problem of child sexual exploitation and trafficking in our communities. Although hidden from mainstream society, this multi-billion dollar industry is estimated to lure as many as 65,000 children into the sex trade in a single year. Across the country, the National Human Trafficking Resource Hotline recently reported that it receives more calls for assistance originating from California than any other state.
Under the new state law, Senate Bill 1193 (Chapter 515, Statutes of 2012), various public and private entities are now required to post notices publicizing toll free hotlines that victims or members of the public can call in cases of suspected trafficking situations or emergency. The hope is that by increasing access to services and raising awareness in the community, we will see an increase in the number of reports made to law enforcement, an increase in the number of successful investigations, and ultimately, an increase in the number of trafficking victims saved from further abuse.
Counties can help further this goal by informing affected
entities of their duty to post these public notices. If you have
any regular workshops, bulletins, handbooks, or materials
designed to update your community on recently changed laws,
please consider mentioning SB 1193. Working in partnership, we
can make great strides in the fight against human trafficking.

Free Pretrial Education Seminar in Stockton California: November 21, 2013
The San Joaquin County Community Corrections Partnership will be
hosting a Pretrial Education Seminar next Thursday in partnership
with the Pretrial Justice Institute and the Crime and Justice
Institute at the Robert Cabral Agricultural Center in Stockton,
California. This seminar will cover a variety of issues
such as trends and developments in pretrial law, policy and
research, financial and public safety benefits of an effective
pretrial justice system, and an overview of legal and
evidence-based pretrial services.
To ensure as many people are able to participate in the seminar
as possible, the hosts will be offering a morning and afternoon
session. The first session will begin at 8:30am and go until
11:30 am. The second session will begin at 2:00 pm and finish at
5:00pm.

Substance Abuse Training Opportunity Offered by the California Institute for Mental Health: December 4, 2013
On Wednesday, December 4th, the California Institute for Mental Health (CIMH) will be offering a training opportunity for mental health and substance use counselors, case managers, consumer and family advocates, peer counselors, social workers, nurses, psychologists, psychiatrists, and probation officers to learn about an evidence-based approach to treating individuals overcoming mental illness and/or substance abuse who have been harmed by trauma.
The 6-hour training combines experiential exercises, video materials, live demonstrations and discussion formats for an optimal learning experience. Topics to be covered include definitions, rates, clinical presentation, dissociation, self-injury, reenactments, stage-based models of treatment, transference/countertransference, vicarious traumatization, behavioral contracts and cognitive strategies to help providers to become more trauma-informed.
