Fourth Annual Statewide Realignment Conference
Registration Opens Mid-October
The Joint Training Partnership (JTP) – a partnership among the California State Association of Counties, the Chief Probation Officers of California, and the California State Sheriffs’ Association – is pleased to be sponsoring the fourth annual statewide conference on public safety realignment. Planned for January 22 and 23, 2015, the conference will bring together criminal justice system stakeholders to examine public safety and justice innovations in California counties. The event is designed to give policy makers, practitioners, and stakeholders the opportunity to reflect upon the transition from triage mode in the early years of Realignment to making sustainable and ongoing improvements in public safety throughout California.
This year’s conference will include three tracks to address the movement from triage to optimal performance across all stages of the justice system, from prevention to successful reintegration.
- Change and Leadership: This track is dedicated to the critical organizational, leadership and contextual supports that are required to successfully transition from triage to optimal performance.
- Systemic Management of Risk and Need: This track will discuss the ways in which systems manage the risks posed to the community and address the needs of those who come through the justice system.
- Practices on the Front Line: This track is intended to provide a front-line perspective of what putting the research into practice looks like on-the-ground at all stages of the criminal justice system.

Annual Cyber Security Symposium
Counties are encouraged to attend the 14th Annual Cyber Security Symposium on September 23 and 24 at the Sacramento Convention Center. The forum’s executive co-sponsors are California Information Security Office, Department of Technology and Office of the Attorney General, California Department of Justice. There is a strong interest in cultivating greater county and city government official participation in the forum.
Cyber security awareness and leadership has never been more important than it is today. The top areas identified as most vulnerable to cyber-attacks are critical infrastructure, in particular the energy sector, financial institutions, and government services. As the state’s citizen-facing services continue to move to an online service model, it is critical that the responsibility for protecting our state’s critical infrastructure, essential public services, and information assets are provided the highest level of attention and visibility within every organization.
The symposium events include the following:
September 23
- Executive Briefing delivered by the Department of Homeland Security designed to update California Leadership on the latest security threats as well as a discussion among peer senior executives on security issues facing all of us.
- Simulation of a cyber-attack against the State of California and discussion on key topics and mandatory action items that are relevant for Executive Leadership, Operational Management, and Security and Technology personnel dealing with a cyber-attack. Day Two – Security Education for the Public Sector
September 24
- More than 30 focused education sessions that will include such topics as How to identify and protect against the newest threats surrounding your environment; How to protect critical systems and the personal information of the California Citizen; and How to create effective security strategies and response plans

Split Sentencing
Judicial Council Releases Draft Rule of Court on Presumption
Counties are reminded that the Judicial Council’s Criminal Law Advisory Committee has released proposed amendments to rules 4.411 and 4.411.5 of the California Rules of Court and adoption of a new rule to govern the imposition of mandatory supervision under Penal Code section 1170(h)(5). The new and revised rules of court were necessitated by from the enactment of a presumption of a split sentence included in this year’s public safety trailer bill (AB 1468). The advisory committee proposal includes criteria for court consideration and contents and requirements for related probation reports. The rules must be adopted by January 1, 2015; deadline for comments is 5:00 p.m., Friday, September 19, 2014.
