CSAC Supports Legislation to Provide Advance Payments of Local Assistance Fire Prevention and Healthy Forest Grants

SB 1079 (Monning) would authorize Cal FIRE to issue advance payments of local assistance fire prevention grants and forest health grants to nonprofits, special districts, Native American tribes, and local agencies. CSAC supports this legislation because counties and other local entities are critical partners in the effort to make California more resilient against threat of wildfire. Allowing Cal FIRE advanced payment authority would help utilize already allocated funds and get more projects accomplished. Click here to see our letter.

CSAC Offers Amendments to Emergency Notification Bill

SB 833 (McGuire), as currently, drafted would overhaul the state’s locally controlled emergency alert system framework. The bill includes requirements related to the use and deployment of the Wireless Emergency Alert (WEA) system, standardization of terms used in emergency communications, and standards, guidelines, and procedures for a new Red Alert system.

CSAC has been working with the author’s office on this important issue, and while we are supportive of the goal of improving upon our existing system, we have concerns related to the state-driven approach to emergency alerts included in the bill. CSAC is proposing amendments that would focus the state’s role on providing funding, guidance, and training. This bill will be up in the Assembly Governmental Organization Committee on June 20.
