Unmanned Aircraft Systems

SB 807 (Gaines) – Support
As Amended May 27, 2016

SB 807 by Senator Ted Gaines as amended would provide civil immunity to any emergency responder who damages a drone in the course of firefighting, air ambulance, or search-and-rescue operations.

This measure is a critical piece of legislation to keep rogue unmanned aircraft systems from interfering with the most effective response to time-sensitive crises. SB 807 passed out of the Senate Judiciary Committee (7-0), passed off of the Senate Floor (37-0) and is set to be heard in the Assembly Business & Consumer Protection Committee on June 14th.

County Jail Inmate Welfare Funds

AB 920 (Gipson) – Support
As Amended September 3, 2015

AB 920 by Assembly Member Mike Gipson would extend the timeframe for the Inmate Welfare Fund (IWF) pilot program which funds re-entry services for indigent offenders. The IWF was created to assist incarcerated inmates with education, personal hygiene, and other needs. The use of the IWF for post-release indigent inmates helps with work placement programs, counseling, education, housing and helps pay for California identification cards and birth certificates. AB 920 passed out of the Assembly Public Safety Committee (7-0), passed out of the Assembly Appropriations Committee (17-0), passed off of the Assembly Floor (78-0) and is set to be heard in the Senate Public Safety Committee June 14th.

Inmates Medical Treatment

AB 1703 (Santiago) – Support
As Introduced January 25, 2016

AB 1703 by Assembly Member Miguel Santiago would expedite the transport process for inmates who require critical medical procedures or treatment such as dialysis reducing the burden on the courts and law enforcement for repetitive court orders. AB 1703 passed out of the Assembly Public Safety Committee (7-0), passed out of the Assembly Health Committee (18-0), passed off of the Assembly Floor (77-0) and is set to be heard in the Senate Public Safety Committee on June 14th.

Jail Searches

AB 1705 (Rodriguez) – Support
As Introduced January 25, 2016

AB 1705 by Assembly Member Freddie Rodriguez would authorize law enforcement to use body scanners to search a person who has been arrested and taken into custody for weapons or contraband eliminating reliance on invasive pat down or full clothing searches. AB 1705 passed out of the Assembly Public Safety Committee (5-1), passed off of the Assembly Floor (60-4) and is set to be heard in the Senate Public Safety Committee on June 14th.

Forfeited Bail: Attorney’s Fees

AB 1854 (Bloom) – Sponsor
As Introduced February 10, 2016

AB 1854 by Assembly Member Richard Bloom would restore the ability for prosecutorial agencies and county counsel offices to recover their costs incurred in successfully opposing a motion to vacate the forfeiture of bail.  AB 1854 passed out of the Assembly Public Safety Committee (7-0), passed off of the Assembly Floor (74-2) and is set to be heard in the Senate Public Safety Committee on June 14th.
