California’s Public Health Care System Leading the Way in Value-Based Care

The California Association of Public Hospitals and Health Systems and the California Health Care Safety Net Institute released their brief on California’s value-based approach to health care coverage. This value-based approach focuses on the value of safety-net payments over the volume, leading to improved health outcomes.

The brief explains how policy changes have allowed for an investment to improve care coordination and outcome measures. County run programs such as Whole Person Care, which focuses on integration of physical health, behavioral health and socioeconomic barriers, were highlighted in the document. Looking forward, California’s performance based programs will continue to rely on federal waivers such as the 1115 Medicaid Waiver, leveraging expertise, maintaining current resources, and tying payments to performance.
