County Feedback Requested On Children’s Services Bill

CSAC staff would like to get some county feedback on SB 586 (Hernandez), a bill related to the California Children’s Services (CCS) program. The measure would allow contracts entered into under the Whole Child Model program to be incorporated into a Medi-Cal managed care contract. And it would also extend allowing CCS program-covered services to be  incorporated in a Medi-Cal manage care contract.

SB 586 would require the Department of Health Care Services (DHCS) to establish a Whole Child Model Program, under which county organized health systems or Regional Health Authorities that elect, and are selected, to participate, would provide CCS services under a capitated payment model to Medi-Cal and S-CHIP eligible CCS children and youth. The full text of the bill contains additional details and requirements for this program.

Staff is currently evaluating the bill to determine what position to take on SB 586, and would appreciate counties’ input on how this bill would impact their CCS operations.
