CSAC Promotes From Within, Acquires New Talent

The start of the new year heralds the addition and promotion of several CSAC staff members.

From Legislative Services, CSAC promoted six-year CSAC veteran Chris Lee. Most recently, Chris served as primary legislative advocate on land use and housing policy; he will now also take on the transportation and tribal affairs portfolios as lead lobbyist for the Housing, Land Use and Transportation unit while serving as the program director for the County Engineers Association of California, CSAC’s public works affiliate organization. CSAC also hired Marina Espinoza as the Legislative Analyst in the same area. Marina most recently served as a legislative aide with the Office of Assembly Member Kevin Mullin and prior to that role, she was a research analyst with LeSar Development Consultants – an affordable housing firm in San Diego.

Geoff Neill, a 13-year CSAC veteran, promotes to Legislative Representative, Government, Finance and Administration. For the past four years, Geoff served as the Principal Policy and Fiscal Analyst. Tracy Sullivan promotes to Senior Legislative Analyst, Government, Finance and Administration after nearly three years on staff. 

Additionally, Diana Medina Wiley joins CSAC as Program Manager for Results First. From Los Angeles, Diana brings a decade of nonprofit sector and six years of project management experience that will enable her to manage the Hub and help the counties apply their work.

“I am delighted by these strategic promotions and additions to our Legislative Affairs Team,” said Darby Kernan, Deputy Executive Director for Legislative Affairs. “Our staff worked so hard last year, and after wishing well those cherished staff members moving on to new opportunities, we’re really pleased to reward that hard work with promotions from within and some new hires.”

Public Affairs & Member Services also rounds out several empty positions with new hires. Sara Floor brings two decades of public, private and association public relations experience to the CSAC Communications Coordinator position.

CSAC also announces Porsché Green as Meeting Planner and Shannon Coughlin as Meeting Planning/Administrative Assistant. Porsché holds a Master’s of Science in Hotel Administration and Shannon brings an impressive combination of meeting planning and office experience.

“Keeping members up to date and informed on CSAC activities drives our conference planning and communications agendas,” said Manuel Rivas, Jr., Deputy Executive Director of Public Affairs & Member Services. “Sara, Porsché and Shannon all bring tremendous experience and professionalism to the CSAC team.”
