CSAC Weighs In on State Landfill Regulations

CSAC is working closely with CalRecycle as it develops new regulations related to greenhouse gasses produced in landfills. Last year the legislature adopted SB 1383 which implements a strategic plan to decrease short-lived climate pollutants including soot, hydrofluorocarbons, and methane from California’s air. A major element of the law is decreasing the amount of methane produced in California’s landfills.

CalRecycle has released an early draft of the regulations to implement diversion of organic waste and has begun informal talks with stakeholders about the draft regulations. CalRecycle plans to do a formal rulemaking procedure early next year. The regulations will not go into effect until 2022, per the legislation, however, agencies involved are attempting to finalize the regulations far in advance of that date in order to help local governments identify sources of funding to implement the new regulations.
