Executive Steering Committee Formed for Prop 47

On Thursday, April 14th the Board of State and Community Corrections (BSCC) held a Board Meeting in Sacramento discussing the establishment of the Proposition 47 Executive Steering Committee.  The Proposition 47 ESC will be co-chaired by Leticia Perez, Kern County Supervisor and Scott Budnick, Founder & President, Anti-Recidivism Coalition.  The approved ESC members include a diverse group of individuals that represent local law enforcement agencies, county representatives, and community based organizations. The meeting additionally approved the Pay for Success Grant Project.   Three counties are expected to receive funding for the Pay for Success Grant program Ventura, Los Angeles, and Alameda. Please see the attached press release for more details.

Pay for Success grants are also known as “Social Impact Bonds” which provide an innovative strategy to finance proven programs through public-private partnerships. These contracts are rigorous, binding agreements based on a straightforward proposition: taxpayers will pay only for services that actually achieve results and save money in the long-run.  The strategy enables the state to fund programs and services that improve economic opportunity, health, and safety that it otherwise might not be able to afford in the short-term.  Moreover, PFS directs funding toward programs that have a strong evidence base and track record of effectiveness.  Please see the attached agenda for more details.
