Federal Funding for Victims Assistance – Request for Proposals

February 5, 2016

Last year, President Obama approved the “Consolidated and Further Continuing Appropriations Act, 2015.” This bill raised the Crime Victim Fund cap from $745 million to $2.361 billion, allowing awards to states through the VOCA Victim Assistance Formula Grant Program to quadruple for 2015. California’s funding increased from a little over $50 million to $232.7 million.

The Governor’s Office of Emergency Services (OES) has worked over the last year to develop grant programs to address the gaps in victims services. This includes a $40 million allocation to counties based on population and violent crime statistics. The letter describing the various increases can be foundhere. The OES , Cal OES is supporting some programs for a one-time, 24-month grant period only.

The various RFPs for one-time funding that counties and other providers can apply for to give direct services to victims can be found at the Cal OES website.
