The Department of Finance (DOF) released allocation schedules to
the State Controller for disbursing 2011 realignment funds. On
September 16, the DOF submitted schedules for 2011-12 for the
following accounts within the Health and Human Services Account:
Adult Protective Services Subaccount
Foster Care Assistance Subaccount
Foster Care Administration Subaccount
Child Welfare Services Subaccount
Adoptions Subaccount
Child Abuse Prevention Subaccount
Adoption Assistance Program Subaccount
Women and Children’s Residential Treatment Services
Subaccount
The schedules detail disbursements for every county for
September, October and November 2011. The allocations may be
refined as the year progresses. In particular, the Drug Medi-Cal
and the Adoptions Subaccount may be altered in subsequent
schedules as additional information becomes available. Updated
allocations will be due to the Controller by December 15,
2011.
Additionally, DOF released an allocation schedule for the
CalWORKs MOE Subaccount on September 22. The allocation schedule
details the amount each county will receive from the sales tax
and VLF revenues that would have otherwise been deposited into
the Local Revenue Fund for mental health services. An updated
CalWORKs MOE Subaccount allocation schedule will be released in
January 2012.
County health and human services departments should have received
these allocation letters directly from the state. Copies of the
letters, with county-by-county disbursements are posted on
the CSAC website.
HHS Policy Committee to Meet September 28
The CSAC Health and Human Services Policy Committee will meet via
conference call on Wednesday, September 28 from 3:00 to 4:00
p.m.
The Committee will welcome the Undersecretary of the California
Health and Human Services Agency, David Maxwell-Jolly, to speak
on the California Health Benefits Exchange. Other topics include
a legislative and budget update, and an update on 2011
realignment and county allocations (see above for more
information on the allocations).
