LAO Report: Integrating Health and Human Services Eligibility and Enrollment Processes

On Thursday, October 30, the Legislative Analyst’s Office (LAO) released a report focused on the integration of three key Health and Human Services (HHS) Programs: Medi-Cal, Cal Fresh and CalWORKs. In this report, the LAO assesses the steps California has taken to promote HHS integration, the challenges to integration stemming from the Affordable Care Act, and legislative next steps.

California State Auditor Determines that the California Department of Public Health is not Effectively Managing Complaints

In a recent report, the California State Auditor concluded that the California Department of Public Health (CDPH) has not effectively managed investigations of complaints related to long-term health care facilities. According to the report, as of April 2014, CDPH had over 11,000 open complaints and entity-reported incidents – incidents self-reported by the long-term health care facilities. On average, these incidents remain open for nearly a year, despite many being deemed a high priority as a safety risk to the residents is indicated. The California State Auditor reports that CDPH does not provide adequate oversight of the processing of complaints and has failed to establish formal procedures and policies, including established investigation timelines.
