Health and Human Services update 11/7/2014

1115 Waiver Renewal Expert Stakeholder Workgroups

The Department of Health Care Services – in partnership with the California Endowment, the California Health Care Foundation and the Blue Shield of California Foundation – is convening a stakeholder workgroup process to further develop concepts for the 1115 Medicaid Waiver Renewal. Workgroups include:

  • Delivery System Reform Incentive Program (DSRIP) 2.0
  • Housing/Shelter
  • Workforce
  • Safety Net Financing (Disproportionate Share Hospitals [DSH] and Safety Net Care Pool [SNCP] Bundled Payments)
  • Managed Care Organizations (MCO)/Provider Incentives
  • Federal and State Shared Savings
  • California Children’s Services (CCS)

CSAC is a member of the housing/shelter and the safety net financing workgroups. The workgroup meeting dates and times can be found at the following link: Waiver Workgroup Dates and Times.

Whole Person Care

In anticipation of the waiver renewal, CSAC has been meeting with county affiliate organizations – the County Behavioral Health Directors Association, the County Health Executives Association, the County Welfare Directors Association, and the California Association of Public Hospitals and Health Systems – to explore including a “Whole Person Care” pilot that would include a shelter/housing component. CSAC recently shared our joint concept paper with the DHCS Housing/Shelter Workgroup and anticipates exploring the concepts further. A copy of the concept paper can be found here.

Health and Human Services at the CSAC Annual Meeting

With CSAC’s 120th Annual Meeting quickly approaching, the following events will be of particular interest to the health and human services sector:

The Health and Human Services Policy Committee will meet on Tuesday, November 18 at 2:30 p.m. and will discuss Orange County’s “Eat. Play. Breathe.” campaign, the Section 1115 Waiver, Medi-Cal Eligibility, IHSS, Relative Caregivers, and CSAC’s HHS platforms.

On Wednesday, November 19 at 9:00 a.m. CSAC will host the “Treating the Whole Person” Workshop where experts will explore the concept of Whole Person Care in the context of California’s upcoming federal 1115 Medicaid Waiver Renewal and discuss promising practices demonstrated by counties.

CSAC will also host an “Affordable Care Act” Workshop on Wednesday, November 19 at 1:30 p.m., where our panel of experts will reflect on successes and challenges and look to the future of health care in California.
