Funding to Expand 2-1-1 Network Gets Hearing, Placed on Suspense File

SB 1212, by Senator Hueso, was moved to the Suspense File in the Senate Appropriations Committee on May 16, 2016. The bill would facilitate the expansion of the 2-1-1 network statewide by authorizing the California Public Utilities Commission to spend up to $1,500,000 from the California Teleconnect Fund Administrative Committee Fund to expand 2-1-1 services into counties that do not currently have 2-1-1 services. Currently, 38 of California’s 58 counties offer 2-1-1 services, either individually or regionally.

The 2-1-1 network provides simplified access to real-time information to the public on health and human services and supports, emergency care, crisis intervention, and disaster preparedness, response, and recovery. CSAC supports SB 1212 and the expansion of the 2-1-1 to assist residents in obtaining useful, and in some cases, life-saving information.

Upcoming Webinar on the New Global Payment Program in Medicaid Waiver

On May 26, 2016, the Department of Health Care Services will be hosting a webinar to review the details of the point values of traditional and non-traditional services and their impact on the funding available to Designated Public Hospital systems through the Global Payment Program (GPP). The GPP establishes a statewide funding pool for the remaining uninsured by combining federal Disproportionate Share Hospital (DSH)and uncompensated care funding. Under GPP, select Designated Public Hospital systems can achieve their global budget target by providing strategic preventative services.
