Junior Second Units

AB 2406 (Thurmond) – Support

AB 2406 would provide an optional statutory framework that local governments could use to promote the development of junior accessory dwelling units. The bill would allow local agencies to adopt an ordinance providing for the development of junior accessory dwelling units in single-family residential zones.

The units could be up to a maximum of 500 square feet in size and would have to be built within the existing walls of a structure. Because sewer and water connection fees would be prohibited, the unit would have to incorporate an existing bedroom, ensuring that any capital costs to the sewer and water infrastructure from the dwelling unit were provided for in the original permitting and construction of the structure. Several counties have already weighed in in support of this measure, which, unlike other bills introduced this year, takes a permissive approach to encourage local governments to allow for more intensive use of existing housing stock.
