HLT Policy Committee Update

The Housing, Land Use and Transportation Policy Committee meeting focused on the state’s housing shortage and the Governor’s proposal to streamline the development of multifamily housing that includes rental units affordable for lower-income households.

The Governor’s “by-right” housing proposal would require that a local government approve multifamily projects that are consistent with its general plan and zoning through a ministerial process. The goal would be to reduce the time required to approve projects and, in many cases, eliminate the need for additional environmental review.

The HLT Committee also heard updates on a few legislative proposals meant to streamline development of residential second units and larger affordable housing proposals. While the committee understands the urgent need to produce more housing in California, CSAC will have to weigh this interest against our general policies in favor of local control over land use and planning.
