SB 1383 Waste Diversion Comments Due

Cal Recycle is wrapping up their informal rulemaking process to implement SB 1383 (Lara, 2016), and will begin with the formal process next year.  SB 1383 aims at reducing short-lived climate pollutants, including methane by implementing stringent organic waste diversion targets for landfills.

The bill includes a 50 percent reduction in the disposal of organic waste by 2020 and 75 percent reduction in the disposal of organic waste by 2025 using 2014 as the baseline. CSAC staff has significant concerns about the regulations in their current form. CSAC has been working on this issue for several months and recently submitted a letter to Cal Recycle expressing concerns and is also a signatory of a coalition letter with the Solid Waste Industry Group (SWIG).

CSAC encourages you to review the draft regulations and submit your own comments to Cal Recycle expressing how this potential rulemaking could impact your county. The CSAC Agriculture, Environment and Natural Resources Committee will be taking up this issue at our policy conference in late winter/early spring.
