What’s Bubbling in the Legislature?
The Return of the Soda Tax!

The soda tax is back! Assembly Member Richard Bloom amended AB 2782 to enact a 2-cent per ounce “health impact fee” on bottled sweetened beverages. The revenue from the fee on distributors would be deposited in the new Healthy California Fund.

The Healthy California Fund and a new 11-member oversight board would use the funds collected for a range of purposes related to statewide diabetes and childhood obesity treatments and prevention activities, including awarding competitive grants to local governments, nonprofit organizations, school districts, and other entities.

Last year’s soda tax bill, AB 1357 also by Assembly Member Bloom, failed to pass out of the Assembly Health Committee, where AB 2782 is scheduled to be heard next week on Tuesday, April 12. The County Health Executives Association of California, a CSAC affiliate, has taken a support position on AB 2782. CSAC’s Health and Human Services Policy Committee will review the bill during the April 13 meeting if the bill passes out of the Health Committee.
