Description:

Under general direction, to plan, organize, direct and coordinate the central administrative services function of a large County department or large organizational sub-unit; to assist management in the formulation and implementation of administrative policies and procedures.

Positions allocated to this level provide over-all direction to a large number of professional, technical and clerical support staff primarily through subordinate supervisors. Positions have responsibility for a major administrative and business management function providing either, or a combination of, a large number of comprehensive activities or several highly complex activities. This is an executive management position. The current vacancy is in the Office of the County Executive (CEO).

The CEO is seeking an Administrative Services Manager III, an executive level employee who directs and coordinates the central business functions of the department that heads the administrative branch of County government. The department provides interdepartmental coordination, administrative oversight, and leadership to the organization through a wide variety of activities. These include development and oversight of the County’s annual budget, coordination of countywide emergency planning, asset and economic development, sustainability planning, integrated pest management, and management of the public information process. The CEO also provides direct services to the residents of Santa Clara County through programs for veteran’s services, human relations, and women’s policy.

The position performs/oversees the day-to-day operations of the CEO functions across all divisions, supervising several staff and performing diverse activities including development of the annual CEO budget submittal and oversight of budgetary and accounting activities, contract administration, grant administration and fiscal oversight; personnel, IT, preparation of board transmittals, purchasing, facility management, and policy implementation. Performance of these duties requires familiarity with a broad range of programmatic activities. The position also provides program management and oversight for activities including integrated pest management, cable communications, and the archives project. 

Qualifications:

A qualified candidate would typically possess education and experience equivalent to a Bachelor’s Degree in Business of Public Administration or related field and 4 years experience directing administrative and management functions consisting of a wide variety of support activities of moderate scope and complexity, including 2 years supervisory experience.
