Description:
Orange County LAFCO is currently recruiting for one position
which will be filled at an Analyst I or Analyst II level,
depending on qualifications and experience of the selected
candidate. This position offers a competitive salary and generous
benefits package. This is a full-time, At-Will position that
serves at the pleasure of the Orange County LAFCO Executive
Officer. The series offers a unique opportunity to work with a
team of other LAFCO professionals and assist in finding solutions
to challenging municipal service delivery issues. The individual
selected for this position reports to the Orange LAFCO Assistant
Executive Officer and provides project support in the areas of
research, writing and applicant interface for State mandated
programs of LAFCO as established by local policy and State
law.
Key duties of the Analyst position include, but are not limited
to, the following:
• Assist in the preparation of research reports for presentations
to the Local Agency Formation Commission on proposed
jurisdictional changes.
• Assist in the preparation of Municipal Service Reviews, Spheres
of Influence (future agency boundaries) and other agency
documents and reports.
• Provide support to the Executive Officer and Assistant
Executive Officer in community outreach meetings with
unincorporated communities, the County, cities and/or special
districts, and developers for the purpose of analyzing the
fiscal, environmental and service effects of organization
changes.
• Provide support to the Executive Officer and Assistant
Executive Officer in the development of the agency’s draft and
final fiscal year budgets. Also provide research assistance on
other fiscal items, included but not limited to, employee
benefits (retirement, health benefits, etc.).
Qualifications:
At minimum, successful candidates must have:
• A Bachelor’s Degree in Planning, Geography, Public Policy,
Political Science, Public Administration, Business Administration
or a closely related field of study.
• A minimum of one year of experience working with a LAFCO,
county, city, special district or other local agency either
directly or as a consultant; the equivalent education, training
and related experience may be substituted.
• Some familiarity with the Cortese-Knox Local Government
Reorganization Act of 2000 and the California Environmental
Quality Act (CEQA) is desirable but not required.
