The Marin County Human Resources Department and the Marin County Department of Health and Human Services (H&HS) are announcing a recruitment for the position of Assistant Chief Fiscal Officer. There is one full-time vacancy available in Health & Human Services Administration.

The Assistant Chief Fiscal Officer of Health and Human Services assists in the planning, organization, administration, review and evaluation of activities related to the budgetary, accounting, financial reporting, revenue disbursement and related functions of the Department of Health and Human Services. This position analyzes, evaluates, recommends and implements procedural and fiscal control and reporting for a variety of complex programs, represents the County of Marin as a liaison with state, federal and other funding agencies, and performs other duties as required.

The ideal candidate will be an effective, highly skilled financial administrator with a demonstrated record of achievement and integrity. The successful candidate will possess extensive experience and demonstrate knowledge and ability to plan, prepare, organize and direct the budget and financial management services for a large and complex organization. This experience will include knowledge of federal, state and local reporting requirements and fiscal practices for Health and Human Services programs, and the ability to utilize automated information systems and systems approaches to minimize inefficiency, maximize revenues and streamline fiscal functions. The ideal candidate will also have exemplary interpersonal and communication skills, previous supervisory experience and the ability to effectively manage, evaluate and develop professional and technical staff.

Qualifications:

Minimum Qualifications: Any combination of education and experience that would provide the knowledge and skills listed in the class specification. Typically, equivalent to college graduation from a four year college or university with major course work in business, public administration, accounting, health administration, economics or a field related to the work and four years of professional level accounting experience which has included fiscal reporting, budget administration and related financial and administrative activities in a public health or human services agency.

Required experience must include a minimum of one year of public sector accounting experience in a health and/or human services setting which has included grants administration and related budget monitoring.
