The Marin County Human Resources Department and the Marin County Department of Public Works are announcing a recruitment for the position of Assistant Engineer. The Department currently has two full-time, regular hire vacancies: one in the Engineering Division (Design and Construction Assignment) and one in the Water Resources Division. The eligibility list established from this recruitment will be used to fill the current vacancies and any future vacancies for open, fixed-term, full-time, or part-time positions that may occur in this assignment while the list remains active. This list will remain active for a minimum of six (6) months.

Engineering Division Position: The Assistant Engineer, under general direction, will be responsible for designing and managing the construction of Civil Engineering improvement projects in conformance with local, state, and federal standards and codes. In the design phase of Civil Engineering projects, the work would include performing engineering calculations, grant funding administration, preparation of plans, specifications, and estimates, preparation of technical memorandums and other technical writing assignments, value engineering analysis, and preparation of bid documents/contracts necessary to design Civil Engineering projects in accordance with various design standards, and local, state and federal regulations. In the construction management phase, the work would include communicating effectively with contractors, stakeholders and the public, inspecting the construction on the job site, reviewing submittals, documenting the construction progress in daily and weekly reports, administering change orders and directives where modifications in the contract work are required, measuring and tracking quantities in the field, and processing payments. Types of Civil Engineering projects include, but are not limited to: bike/pedestrian facilities, road overlays, retaining walls, grading project, storm drain facilities including pipe replacement/rehabilitation, safety projects, hydraulics and hydrology. The ideal candidate will have a proven track record in the design and construction of civil engineering projects to include, but not be limited to the following types of projects: road rehabilitation and preservation, accessibility improvements, retaining walls, bridges, bicycle improvements, storm drains, and traffic/intersection improvements. The ideal candidate will have working knowledge of the codes and standards applicable to the design and construction of civil engineering projects and will also be knowledgeable with policies and procedures required to bid, award and construct publicly funded engineering related projects. The ideal candidate has experience preparing engineering plans, general project specifications, technical memorandums, construction documentation, and other project documents, including knowledge of procedural differences based on different funding source(s) – local, state and federal. The ideal candidate will be proficient in construction inspection, construction best practices and construction management procedures, organized, dependable, flexible, accurate with a high level of attention to detail, and able to work independently with minimal guidance to manage several projects simultaneously, without jeopardizing the schedule or budget. This person is an excellent communicator in both written and verbal communication to internal and external audiences, and would be able to demonstrate tact and diplomacy when dealing with the public and other departmental personnel.

Water Resources Division Position: The Assistant Engineer will provide general engineering support, administer Flood Zone Advisory Boards, and participate in evaluating, planning, designing, constructing, operating and maintaining flood control facilities. Project types anticipated in the next couple of years include levee improvement, watershed-wide drainage studies, pump station evaluation and improvement, sediment removal and potential beneficial reuse (in wetlands), and navigational dredging. The Assistant Engineer will also be responsible for giving presentations to advisory boards and the general public regarding these projects. The ideal candidate for the Water Resources position is technically knowledgeable and experienced in the principles and practices of flood control and water resources engineering and public works design, municipal codes and construction methods (road and accessibility project experience not needed). The person is an effective communicator, both orally and in writing, and able to represent the County at meetings and presentations to various groups, including community groups, regulatory and other governmental agencies, and the general public. The ideal candidate is customer-focused and has strong interpersonal skills in working with staff, other county departments, engineers, contractors, other agencies and the public. The candidate also has experience directing engineering and technical staff on a project basis. The ideal candidate can effectively analyze and evaluate alternatives, make sound recommendations and prepare technical staff reports. The person also successfully carries out projects and assignments independently yet thrives in a team environment that encourages cooperation, communication and mutual sharing of risk, responsibility and reward.

Qualifications:

Minimum Qualifications: Bachelor’s degree in Civil Engineering from an accredited college and two years of professional engineering experience providing the knowledge and skill requirements in the class specification. Possession of a valid California Engineer-In-Training certificate and four years of engineering related experience may substitute for the college requirement only.
