The Assistant Engineer, under general direction, performs a
variety of difficult field and office-engineering duties in
connection with the design, construction and management of Public
Works projects in the Engineering Division of Public Works. This
individual uses judgment and initiative in developing work
methods to perform assigned projects and related duties as
assigned. This position may supervise sub-professional assistants
and entry-level professional engineers in field and office work.
Incumbents at this level act as a specialist, independently
performing major complex engineering projects and/or a variety of
smaller projects. This position is subject to overtime, standby,
and callback assignments. Performs related duties as
assigned.
TYPICAL TASKS:
• Plan and assign work, review engineering projects completed or
in progress;
• Perform engineering analyzes and prepare reports and estimates
in connection with engineering and budgetary aspects of assigned
project;
• Review and supervise checking of construction plans,
specifications and subdivision maps and plans;
• Inspect or initiate inspection of projects during construction
and upon completion to determine conformance with standards and
specifications;
• Represent the Department at meetings with other departments,
agencies or the general public regarding plans, problems and
joint projects;
• Prepare comprehensive reports and make recommendations on
engineering problems;
• Assist with the supervision and training of other
employees;
• Conduct and accurately document construction site and
industrial facility stormwater inspections for compliance with
NPDES Permits;
• Conduct enforcement actions to ensure compliance of
construction sites and industrial facilities with Federal, State
and County regulations;
• Review and provide comments on California Environmental Quality
Act (CEQA), Environmental Impact Reports (EIR) and associated
documents, tentative maps and improvement plans to ensure that
development projects comply with Federal, State and County
stormwater regulations and standards;
• Assist with Stormwater Program development and administration,
review and understand existing and new regulations;
• Implement appropriate changes to Stormwater Program, as
directed;
• Provides instruction, guidance, consultation and training to
staff and public regarding County Stormwater Program including
conducting public outreach events;
• Administer public works contracts and billings for various
funding programs; and
• Performs related duties as assigned.
Qualifications:
Ability to:
• Independently apply required knowledge in varied work
assignments;
• Perform engineering work and employ a variety of computer
applications including proficiency in a supported version of
AutoCad;
• Establish and maintain effective working relations with other
employees and the public;
• Work effectively with a variety of internal and external
customers to accomplish goals and objectives; deal professionally
with the public, developers, consultants, and contractors;
• Draw detailed plans and write sections of specifications;
• Prepare and present oral presentations to a variety of internal
and external customers at public meetings;
• Prepare accurate estimates of costs, schedules,
personnel/materials and other resources related to engineering
project responsibilities; make recommendations related to
existing or anticipated work budgets;
• Perform accurate drafting work from field notes and other
data
• Prepare clear, concise technical reports;
• Inspect construction projects and administer the contracts;
and
• Plan, organize and supervise the work of sub-professional and
entry-level engineering personnel as assigned.
Knowledge of:
• Civil engineering principles and practices;
• Surveying and engineering mathematics;
• Strength, properties and uses of materials used in engineering
constructions;
• Methods and materials used in planning, design, construction
and maintenance of varied projects including road, bridge,
transportation, drainage, and stormwater;
• Common descriptions of real properties;
• Principles and practices of supervision, training, and
performance management;
• Principles of Project Management, Construction Management or
Contract Administration; and
• Various codes and court decisions affecting departmental
operations.

PATTERN I--
• Graduation from an accredited four (4) year college or
university with a Bachelor’s degree in Civil Engineering or a
closely related field ; AND
• Two (2) years of progressively responsible experience
equivalent to a Senior Engineering Technician or in plan
checking, building design, or construction inspection.
PATTERN II--
• California certification as an Engineer-in-Training (EIT) by
the State Board of Registration for Professional Engineers;
AND
• Two (2) years of progressively responsible experience
equivalent to a Senior Engineering Technician or in plan
checking, building design, or construction inspection.
(Additional education at the collegiate level may be substituted
for the required experience on a year-for-year basis.)
DESIRABLE QUALIFICATIONS:
• Two years experience with National Pollutant Discharge
Elimination System, Stormwater permitting process, regulations,
and Stormwater Pollution Prevention Plan implementation for
construction activities; OR
• Possession of a Bachelor’s Degree OR equivalent in Biological
or Environmental Science, Engineering, Chemistry or Physics from
an accredited university; OR
• Current certification in one or more of the following:
o Grade II or higher Environmental Compliance Inspector;
o Stormwater Quality;
o Erosion and Sediment Control;
o Erosion, Sediment and Stormwater Inspector;
o Qualified SWPPP Developer / Qualified SWPPP Practitioner from
State Water Resources Control Board.
