Description:

Auditor-Appraiser II responsibilities are to audit the accounting records of small businesses, farm operations, and large commercial and industrial firms; verify the accuracy of reported data on property statements submitted to the Assessor’s office; and assemble, analyze, and appraise property owned by the taxpayer on the lien date based upon data contained in accounting records and from physical inspections.

Under general supervision, Auditor-Appraiser II’s explain existing auditing procedures and methods in making personal property assessments; make regular contacts with the general public and representatives of business and commercial firms relative to business property assessment activities; prepare, check, and review detailed financial and operational records and reports in connection with assessment activities. Responsibilities also include assisting taxpayers on property statements and property tax matters; comparing property classified as improvements on building records to verify improvements neither escape assessment nor are doubly assessed; processing property statements by inspection and comparison to prior year statements to determine if all property is reported; determining classification as to personal property or improvements; and preparing assessment appeals cases and testifying before the Assessment Appeals Board.

Qualifications:

Education: Candidates normally meet the following educational requirements: a) Graduation from an accredited four-year college or university with major course work in accounting, including courses in basic, intermediate and advanced accounting and auditing, b) possess a Certified Public Accountant Certificate, or c) recent, full-time paid professional experience in accounting or auditing may be substituted on a year-for-year basis for two years of college provided the accounting and auditing courses listed have been completed at an accredited college.

Experience: Candidates normally meet the following educational requirements: a) At least one year of recent full-time experience in performing property tax audits in a California Assessor’s office or in the State Board of Equalization’s Property Tax Department at a level comparable to that of an Auditor-Appraiser I, or b) Two years of recent full-time experience in performing property tax liability for a large commercial firm or for a governmental taxing agency.
