Description:

Under direction, to collect, analyze and present data for planning/cost containment and comparison; to provide technical and informational assistance to program managers and department managers in the preparation of the budgets; and to do other related work as required.

This class reports to the Hospital Budget/Reimbursement Officer or Principal Accountant or other senior management and is responsible for providing direct support for budgeting, reimbursement and financial planning functions. Responsibilities include the compilation and analysis of data to prepare budgets and justify funds requested, prepare MediCal and MediCare cost reports, working with the Office of Statewide Health Planning and Development (OSHPD), prepares comparative analyses of operating programs by analyzing cost in relation to services performed during previous fiscal years, and prepares regular and special budget reports to interpret budget directives and to establish policies for carrying out directive. This class is distinguished from the Hospital Budget/Reimbursement Officer in that the latter class is responsible for the specialized reimbursement and budget programs that maximize reimbursements from governmental, and third party agencies.

Qualifications:

EITHER I

Education: Graduation from an accredited college or university with a Bachelor’s degree with a specialization in accounting. (A specialization in accounting is considered to consist of the equivalent of eighteen (18) semester or twenty-seven (27) quarter units in accounting course work.)

OR II

Possession of a valid certificate as a Certified Public Accountant or Certified Internal Auditor;

AND

Experience: Three years of experience as a professional accountant performing budget analysis work.
