Description:
As Chief of the Health System, you will join a prosperous and
economically strong community with health indicators that exceed
national and state averages. The Health System is the largest
department in the County with 8 divisions each with unique
responsibilities, programs and services. Services are provided
through 9 community clinics, a fully accredited 509-bed acute
care hospital, a skilled nursing facility, a full array of
outpatient and inpatient psychiatric services as well as
home/community-based and long-term care services for older adults
and persons with disabilities, a broad suite of services and
regulatory functions aimed at protecting the public’s health and
supporting vulnerable populations, liaison to several
community/consumer advisory bodies that inform the system’s work,
and a tight partnership with a locally governed public managed
care plan that includes Medi-Cal, Medicare and other special
public programs. In addition, will be responsible for a
management team that leads more than 2,100 staff and a budget of
$630 million.
Key responsibilities include:
• Maximizing integration, effectiveness and efficiency of service
delivery
• Meeting financial targets established by the County Manager
• Directing and monitoring strategic planning processes that lay
out the County’s health care priorities, policies and health care
service and population health initiatives
• Serving as a key public representative and partner to
stakeholders in negotiating an effective health care network and
acting as an advocate for the patients and communities that the
County is to serve by assuring that the mission of its health
system is being met
• Developing and sustaining key leadership for all of the
County’s health programs, functions and facilities
Qualifications:
The ideal candidate for Chief of the Health System is:
• Passionate about public service and in making a real impact in
improving the health of a community, with particular dedication
to the underserved.
• Approachable and a politically astute leader with a management
style that quickly fosters trust, loyalty, respect, commitment
and partnership from the community, other county managers and
employees.
• A health care leader with deep knowledge of public health and
health care challenges, health finance and public funding streams
particularly for California, Affordable Care Act (ACA), reentry
programs and services, and hospital operations.
• An astute manager of human resources who is able to inspire
trust among a high-caliber leadership team, propel their
contributions to a coherent, strong and responsive health system,
and effectively address any shortcomings.
