The Construction and Housing Finance Manager supports the Community Development Division Deputy Director with the administration of housing development programs, assists in the management of the construction and capital project programs within the Community Development Commission, manages the implementation of the Housing Plan to Mitigate Homelessness, and performs related duties as required.

Assisting in the development and recommendation of policies for the operation of housing development programs and projects, the Construction and Housing Finance Manager will also:
•Direct, plan, assign, coordinate, review, and evaluate the work of staff engaged in project activities, including Rehabilitation and Construction based projects;
•Administer programs funded through the U.S. Department of Housing and Urban Development, including preparation of required applications, plans, and reports.
•Write drafts of contracts, monitor contract compliance, and recommend acceptance of completed projects;
•Successfully leverage their skills and abilities with a team and will drive successful work outcomes and high quality results.
•Support the preparation of the Construction Services section and the Housing Finance Programs section budgets to include monitoring program expenditures for program compliance;
•Assist in negotiating terms and conditions for projects between the Community Development Commission, nonprofits, lenders, state, and federal agencies;
•Coordinate with other county departments on the implementation of Housing Element programs and on the CDBG projects associated to County Government property;
•Establish and maintain liaison with officials of incorporated cities within Sonoma County and other agencies to assure coordination of housing development and CDBG efforts.

Qualifications:

Any combination of education and work experience which can clearly demonstrate possession of the knowledge and abilities listed. Normally, three years of full-time experience as a Specialist in a county or city community development department would provide such opportunity. Supervisory experience is highly desirable.
