Description:

The Contract Administrator is responsible for developing, implementing, and administering information technology contracts in accordance with the County’s Contract Policy Manual and accompanying policies and procedures, such as: the RFP Manual, Procurement Ethics Guide, and the Cooperative Purchasing Program Manual. The Contract Administrator is expected to effectively balance her/his workload with a forward-thinking and flexible approach that provides a high degree of customer satisfaction, while adhering to policies and procedures, and applicable County, State, and Local laws, ordinances, and guidelines.

Qualifications:

The ideal candidate will have a minimum of two years of professional experience in the contract management and procurement field and extensive experience and/or knowledge in the following:

Technical Knowledge | Technical Experience Skills
Purchasing processes and contract negotiations and management
Understanding the ethics, principles, and practices of professional procurement with an emphasis on conducting complex procurement, such as Request for Proposals (RFPs), and Invitation for Bids (IFBs)
Understanding the County’s Contract Policy Manual and interpreting multiple policies in order to make appropriate recommendations
Handling vendor protest processes and procedures and contract administration and enforcement
Establishing and monitoring appropriate contract negotiation methods and techniques
Interpreting local laws, ordinances, and state and federal procurement regulations concerning contractual agreements between the County and private contractors

Analytical | Judgment and Decision Making Skills
Analyzing technical or complex contract specifications and solicitations for bid
Identifying and resolving issues, acting decisively, and showing good judgment
Committing to action and making decisions that reflect sound judgment and analysis

Results-Oriented | Organizing and Planning Skills
Planning, organizing, and meeting established deadlines
Handling multiple projects simultaneously
Producing the appropriate amount of quality contract and procurement-related materials
Effectively negotiating in good faith that results in fair terms that protect the interests of the County of Orange
Organizing and preparing their own workload to perform daily tasks consistently and thoroughly
Balancing short and long-term goals

Oral | Written Communication Skills
Interacting professionally with various levels of management staff within the Department and with external Department/Agency customers and vendors
Listening effectively to others and maintaining an open and productive dialogue with peers
Presenting complex materials clearly, concisely, and logically
Producing well-written procurement materials, notices, memos, and contract summaries
