This Department Head classification has responsibility for managing and directing the services of the County Counsel Department, serves as chief legal advisor for the Board of Supervisors, County departments; conducts and oversees litigation for the County; attends Board Meetings; handles all aspects of Child Protective Service Matters; oversees the preparation of contracts and other legal documents.

THE OFFICE OF COUNTY COUNSEL
The Office of County Counsel is a full-service law office, tasked with handling the County’s civil law needs, including proactive participating in all of phases of governmental decision-making and coordinating trial litigation cases. The Office administers public liability claims and is mandated to defend all civil actions against the County. Additionally, the Office represents the Social Services dependency matters.

DEFINITION
Under administrative direction, to plan, organize, direct, manage, and review the services of the County Counsel Department; to serve as legal advisor for the Board of Supervisors, all County departments, local school districts, special districts, and various boards and commissions, ensuring that decisions are made and policies formulated with an appreciation for possible legal consequences; to represent the County and local government entities in litigation; and to do related work as required.

DISTINGUISHING CHARACTERISTICS
This is the top level management classification for the position which has responsibility for managing and directing the services of the County Counsel Department, as well as serving as chief legal advisor for the Board of Supervisors, County departments, and local government agencies.

Qualifications:

The ideal candidate will have at least (5) years of experience practicing law, experience litigating cases, evaluating cases and identifying, analyzing and mitigating risks, experience advising elected officials and top level managers in a local government setting, preparing reports and presentation for elected officials and extensive professional civil legal experience work, including experience in providing legal services for a government agency and two years in a supervisory or management capacity. Must have active membership in good standing with the State Bar of California.
