Description:

San Joaquin County Health Care Services is searching for an experienced and motivated IT Professional to join the staff of the Health Care Services Administration as a Department Applications Analyst III. This is an exciting opportunity for the ideal candidate with knowledge and expertise related to health information applications, and providing professional, advanced journey-level support in the analysis, design, development, programming, testing, implementation and maintenance of applications across multiple platforms and technologies. The position requires responsible, professional analytical applications/programming experience in a health care environment which included experience in health information exchange and analytics.

Qualifications:

Graduation from an accredited four-year college or university with a major coursework in computer science, information systems, mathematics, health care administration, or a closely related field, and two years of increasingly responsible professional analytical applications/programming work in an information systems environment for a health care related entity, which included facilitating the exchange of health information across multiple applications and systems; and direct experience working with HL7 interfaces, DIRECT messaging and C-CDA document exchange is required. Proficiency in population health analytics and reporting involving multiple databases and/or disparate systems is desired.

Substitution Pattern 1: Possession of an approved information systems technology certificate or completion of an approved information systems training course may substitute for part or all of the required education. A list of approved certificates and/or courses shall be maintained within the Human Resources Department.

Substitution Pattern 2: Additional qualifying experience may substitute for the above required education on a year-for-year basis to a maximum of two years.
