Description:

San Mateo County’s Human Services Agency is seeking a highly qualified candidate for the position of Departmental Systems Analyst. The Departmental Systems Analyst will provide complex analytical support to the maintenance and/or modification of existing systems and development of new systems by serving as liaison between system users and information technology staff, vendors and service providers; provide technical and analytical support and training to system users; perform system administration functions to ensure security and effective operation; develop and maintain a variety of automated files, records and databases; prepare and distribute new system procedures and training materials; and perform other related duties as required and/or assigned.

Qualifications:

Qualified candidates will have a college degree with major coursework in public administration, business administration, information systems or closely related field and 3 years of responsible experience in a position that would provide knowledge of department-specific programs, processes and/or operations, including at least 1 year of experience in the planning, implementation, oversight and/or utilization of automated information systems and applications used to support departmental activities.

The ideal candidate will possess:
• Significant experience in providing application support to a diverse user community
• Knowledge and ability to use enterprise system applications such as CalWIN (Core CalWIN, MyBenefits CalWIN Portal and Mobile, etc.), CalHEERS and MEDS
• Experience in communicating system application changes and technical instructions to non-technical users
• Experience in communicating departmental information system needs to system providers for the design, development and/or enhancement of system applications
• Excellent analytical and problem-solving skills
• Excellent communication and interpersonal skills with both technical and non-technical staff
• Project management, leadership, initiative and technical skills, including software support
• A general understanding of system development methodologies and techniques, and grasp of database concepts and principles, i.e., transactional, analytical, reporting, etc.
