Description:

The Deputy Director is an executive management classification that is responsible for the management of the administrative and operational activities for a major division including supervision of staff. Under the administrative direction of the Director, DGS, this position provides leadership and oversight over the functions and activities of the Project Management Division. The position is responsible for design and construction of major projects under the Capital and Major Maintenance programs.

The primary responsibilities are supervision, management, and leadership of 27 Project Managers and 4 Construction Inspectors in the design and construction of the County’s 5-year $644.9M Capital Program and $35M annual Major Maintenance Program. The Deputy Director, Project Management provides clear expectations, training, and required tools for Project Managers and support staff to be successful. The incumbent works in close collaboration with contracting and legal teammates in the development of contractual documents, as well as selection of contractors and design professionals.

Qualifications:

His or her professional experience will demonstrate the following leadership competencies, attributes, and experience:
• A degree in Engineering, Architecture, Construction Management, Planning or related field and/or licensure or certification is highly desired
• Extensive experience planning, organizing, coordinating, and directing the planning, design, and/or construction of multidisciplinary projects ranging between $5M-$100M
• Experience developing and implementing project plans and schedules related to contracting, design, and construction management
• Providing leadership, direction, and management to multidisciplinary teams including stakeholders, consultants, and contractors
• Experience in contract negotiation and administration, proposal review and/or bidding, for complex multidisciplinary projects
• Anticipate consequences and trends accurately; applies knowledge appropriately to achieve overall objectives
• Situational leadership skills with emphasis on coaching and mentoring direct reports and teammates
• Strong consensus-building skills while developing and maintaining long-term relationships
• Stimulating and actively initiating organizational change
• Commitment to improving performance and client service

MINIMUM QUALIFICATIONS
Qualified candidates will possess a bachelor’s degree from an accredited U.S. college or university, or a certified equivalency for foreign studies, AND five years of experience that demonstrates the ability to perform the essential functions of the classification. Experience must include three years of management level experience and at least one year of supervision. Note: A master’s degree or higher degree may substitute for a total of one year experience and cannot be applied to the required one year of supervision. In order for education to substitute for work experience as indicated above, college level coursework must demonstrate progress toward a degree and may be substituted on a year-for-year basis.
