Description:
Reporting to the Executive Director, the Deputy Director III for
Policy and Planning at the Human Services Agency directs
Agency-wide services in the areas of research, strategic
planning, performance measurement, government relations,
legislative development, advocacy and Board of Supervisors
communications. S/he often leads or coordinates development of
new programming, especially programming that requires
coordination across multiple programs within the Agency or
coordination with external partners.
The essential functions include: legislative analysis (including
but not limited to state and federal budget proposals); direction
of policy/planning staff; coordinating Agency initiatives in new
program areas; managing the development of new projects and
changes in business processes; overseeing the development of the
Agency’s legislative agenda; working closely with the Mayor’s
Office, City lobbyists, and statewide associations on policy
issues; representing the Agency in the planning and
implementation of citywide and interdepartmental initiatives; and
serving as the Agency liaison to other City Agencies. Performs
other related duties as assigned.

Qualifications:
Minimum Qualifications
Possession of a Baccalaureate degree from an accredited college
or university in fields such as public administration, public
policy, social work, business administration; or closely related
fields.
And
Six (6) or more years of experience managing an organizational
unit or program within the field of human services delivery or
public sector or human services administration, with
responsibilities which include evaluating, planning, and
directing the activities of subordinate staff; program
development; program evaluation; policy analysis and/or strategic
planning.
Desirable Qualifications:
Education: Master’s degree in fields such as public
administration, public policy, social work, business
administration; or closely related fields.
Knowledge (based on experience) of:
• The function of public and social and human services,
organizations and practices
Public human services programs, public policy issues and funding
streams
• Principles and practices of policy development and analysis,
and of the Federal, State and local policy development
processes,
• Methods of program evaluation, performance measurement and
monitoring
• Principles and practices of project management
Ability to:
• Effectively coordinate and/or manage/supervise other managers
and staff in the development and implementation of complex
programs and objectives
• Analyze and resolve complex administrative problems and
negotiate effective solutions that balance diverse interests.
• Analyze and evaluate complex program and operational problems
and implement effective data-driven solutions.
• Exercise sound independent judgment within general policy
guidelines.
• Communicate effectively, both verbally and in writing.
• Effectively manage multiple high priority projects at a time.
