The County of San Mateo Health System is seeking a qualified individual for the position of Director of Behavioral Health and Recovery Services. The Director reports to the Chief of the Health System and provides vision and leadership for all behavioral health services provided and administered by the County Health System, including mental health, alcohol and other drug services.

The Director supports a staff of more than 468, several hundred contracts, and a budget of over $186 million, serving nearly 17,000 clients, recommending, developing, implementing and evaluating all policy, practice and improvement work that eliminates barriers to the progress of the Behavioral Health and Recovery Services Division and its partners in serving people who struggle with mental illness, emotional disturbance and addictions. This is a highly visible role in which the Director works and collaborates closely with Health System staff, Board and Commission members, other public agencies, nonprofit organizations, community partners, and people with life experience to promote and develop behavioral health services that help individuals, families and communities achieve wellness and recovery in service of the Health System’s mission to help all County of San Mateo residents live longer and better lives. The Director represents the division on statewide and regional matters and provides highly complex staff assistance to the Chief of the Health System.

Qualifications:

Qualifications include a Master’s degree with major course work in social work, health care or public administration, clinical psychology, nursing or a related discipline; 5 years of increasingly responsible administrative experience in the field of mental health, alcohol and other drug services and/or behavioral health, including at least two years of significant administrative experience working in a large public agency and eligibility for State Department of Mental Health designation as a Local Mental Health Director; and knowledge of principles and practices of organization, public administration, budget and revenue enhancement and personnel management, as well as behavioral health administration and management, including current trends in research, effective practices in prevention, early intervention and treatment, community outreach, collaboration and development and related issues. Knowledge of laws, codes and regulations governing behavioral health programs is also required.
