Description

With an approximate budget of $117,000,000 and 290 FTE’s, the newly formed Community Development Agency (CDA) is the consolidation of the Departments of Transportation, Development Services, and Environmental Management.  The new unified leadership structure will maximize opportunity for program and operation synergy by streamlining and simplifying processes. Customer service is improved through a “one stop shop” approach, increasing interaction and coordination between division functions.

CDA will focus heavily on Long Range Planning and implementation of the County General Plan through strong succession planning and development of cross-functional teams. Internal collaboration will be strengthened through a centralized yet adaptable administration and finance function. Public engagement across all CDA functions will be critical to continued success.

Qualifications:

The ideal candidate is a visionary, a dynamic leader, and a capable and experienced manager. The Director “sees” the planning vision as described in the County General Plan and is implementation-minded, yet understands and appreciates the unique differences across County communities. The Director must be politically astute and able to balance competing community priorities while continuing to fulfill the Community Development Agency mission. As a relatively new organization, an ability to continually synthesize the component functions of the Agency into a cohesive whole is imperative. An appreciation for both internal and external communication and other change management concepts is valuable.

The successful candidate will be able to inspire and encourage commitment and competency in Agency staff, and is a collaborative member of the County Executive Management team including elected and appointed department and agency heads. Overall the Director must be resilient, with an understanding and respect for the delegation of authority from the Board of Supervisors.
