Description:


To plan, organize, and direct the Department of Employment and Social Services, and implement a broad range of welfare assistance and benefit programs throughout the County; and to perform related duties as required.

Incumbent(s) may not be required to perform all duties listed, and may be required to perform additional, position-specific tasks. •Plans and directs appropriate public welfare programs and activities consistent with County, State and Federal laws, ordinances, regulations and directives.
•Investigates revenue sources.
•Develops implementation plans.
•Selects, train, and evaluates staff.
•Organizes actives and reviews program effectiveness, quality and efficiency.
•Plans, secures approval, and controls department budget and funding sources.
•Works with state, federal, and local agencies.
•Speaks before interested groups.
•Responsible for maintenance of proper records and timely reports.

Qualifications:

(Where college degrees and/or college course credits are required, degrees and college units must be obtained from an accredited college or university. Courses from non-accredited institutions will not be considered for this requirement. Any combination of education and experience that would provide the required knowledge and skills is qualifying. A typical way to obtain the required knowledge and skills would be): •A Baccalaureate Degree (Master’s Degree is preferred) in Social work, Public Administration, Business Administration, or other related field, from an accredited college or university is required.
•Five (5) years of increasingly responsible professional human services experience managing a human services organization, or large division of such organization. At least four (4) of these years must include supervision of subordinate professional staff.
•Employees hired into this classification must file statements of economic interest with the Butte County Clerk/Recorder.
•A State of California driver’s license may be required.
