Description:

Working under the general supervision of the HSA Deputy Director for Finance and Administration, the Program Integrity/Investigations Director leads 75 staff responsible for special investigations, early fraud detection, overpayments and collections, state appeals, quality control, and fair hearings for the County Adult Assistance Programs. Specific duties include:

Essential Duties and Responsibilities
1. With the Deputy Director for Finance and Administration, plans and develops goals and objectives for the Program Integrity/Investigation Division programs.
2. Supervises, trains, and mentors Division supervisors.
3. Directs and set standards for and evaluates Division units.
4. Maintains a working knowledge of laws and policies as they related to the Division’s internal functions, as well as a detailed understanding of how they apply to broader welfare programs.
5. Oversees the production and submission of a broad array of required reports, relating to such areas as investigations, privacy, overpayments, and quality control.
6. Directs highly sensitive personnel investigations.
7. Acts as Custodian of Records for the Agency, assuring the maintenance of confidentiality for a variety of different welfare programs.
 

Qualifications:

1. Education: Baccalaureate degree from an accredited college or university in Social Work, Public Administration, Business Administration, Social Science or a closely related field AND

2. Experience: Six (6) years of professional experience of which three (3) years must include experience managing or supervising eligibility-related functional areas in a large social services agency. Eligibility-related functional areas include social services fraud investigation/prevention, overpayments handling, eligibility hearings, as well as provision or oversight of direct eligibility determination services.

Other desirable qualifications and requirements: Master’s degree from an accredited university in one of the disciplines specified above is desired.
