Description:
Tulare County is seeking an executive to lead our team of
professionals in the Resource Management Agency (RMA) and serve
as the Director. We are in quest of an individual who desires
variety, challenge, and growth in their employment and who is
dedicated to serving the residents of a geographically large,
suburban county in central California. The seasoned, experienced
professional expected to be hired for this opportunity will
communicate and collaborate with the County Administrative Office
and with RMA’s top managers.
The Director is an At-Will employee appointed by the Board of
Supervisors and works closely with the County Administrative
Officer. The professional selected will oversee the planning,
managing, and coordinating of operations, programs, and services
of the Resource Management Agency in the areas of building
through its three branches: Economic Development and Planning,
Public Works, and Fiscal Services.
This is a high level executive management position, requiring the
ability to manage personnel and contract service providers. The
Agency Director must have the ability to provide leadership to a
workforce of 240 full-time employees, which includes a diverse
team of engineers, planners, development staff, administrative,
finance professionals, road construction and traffic sign crews,
mechanics, and support staff. Also paramount for the Director is
developing the Agency and supporting a Mission of being “Open for
Business” by effectively managing natural and developing
resources, and by committing to delivery of timely and
cost-effective public services.
Leading the development, review and monitoring processes of the
RMA annual budget will also be a major responsibility for the
Agency Director. Due to the type of services provided by the
Agency and diverse funding mechanisms, the budget is complex
encompassing over $132 million dollars. The Director is required
to review program funding needs, formulate budget guidelines, and
control program/project activities within budgetary limits and
policies. Aggressively pursuing and securing new funding sources,
and maintaining existing revenue streams, will remain a high
priority under the current economic conditions. A strong business
acumen and financial oversight experience is highly desirable.
Qualifications:
• Graduated from a university or college with a Bachelor’s
degree; advanced degree is desirable.
• A minimum of five years progressively responsible executive or
administrative management experience in a large and diverse
public or private sector organization, including supervisory
experience. Experience & skill highly desirable for this
executive position.
• Ability to perform duties detailed in the adopted job
specification for the position.
