The County of San Bernardino is seeking an experienced Risk Manager to plan, organize, and direct the activities of the Department of Risk Management and oversee the County’s risk management programs. This position assumes responsibility for the administration of the County’s self-insured/self-administered workers’ compensation, public liability, property conservation, safety and risk reduction programs, and its insured programs. Essential functions include formulating and implementing countywide risk management policies and procedures; reviewing, evaluating, and reporting on the overall effectiveness of risk management programs; analyzing the degree of exposure county assets have to casualties and identifying potential hazards, liabilities, and insurable risks; determining alternatives to protect County assets, minimizing exposure, and ensuring continued operations in the event of a catastrophic loss; conducting continued analysis on the advantages of self-insurance versus commercial insurance; and maintaining liaison with elected officials, department heads, and county managers on matters relating to risk, safety, liability, and worker’s compensation.
The ideal qualifications consist of a combination of education and experience commensurate with the responsibilities of the positions and should include at least five years of progressively responsible experience administering risk management programs for a large organization, which included conducting risk assessment and evaluation, claims administration, and loss prevention. At least two years must have included supervisory or management experience. Public sector experience, experience in a self-insured environment, and completion of an Associate in Risk Management (ARM) or Associate in Risk Management for Public Entities (ARM-P) course are highly desirable.
