Alcohol, Drug and Mental Health Services (ADMHS) has an immediate need for a Division Chief, Clinical Operations in Santa Barbara.

The Division Chief, Clinical Operations reports to the ADMHS Deputy Director of Clinical Operations and is an at-will (exempt from the County Civil Service rules) management-level position with five direct reports. This position oversees a system of interdisciplinary departmental teams and contract service agencies providing assessment, prevention, intervention, treatment, and related ancillary support services via an integrated service delivery system to people with alcohol and other drug-related problems, mental illness, and/or co-occurring conditions. Although many responsibilities require presence in Santa Barbara, this position will have countywide responsibility and routine presence in Lompoc and Santa Maria is expected. On -call hours in rotation with other department administrators will be required.

The ideal candidate will have:
•Proven track record in a senior management role in public mental health
•Solid knowledge of county mental health systems and associated mandates, funding and regulatory oversight
•Built strong partnerships with community agencies
•Skill creating polished and professional documents and PowerPoint presentations
•A history of collaborating with and presenting to all levels from CEO and Board of Supervisors to line staff
•Ability to inspire, coach, develop, and empower others
•Strong skills in data analysis to guide operational decision making and resource allocation
•Experience leading change initiatives
•Understanding of fiscal processes and their relationship with program development and operation
•Fluency with the Mental Health Services Act principles, funding, and reporting requirements
•Knowledge of the Affordable Care Act and its implementation in mental health and substance abuse agencies
•Experience in integrating primary care, substance abuse treatment, and mental health programs

The Department of Alcohol Drug and Mental Health Services (ADMHS): provides treatment, rehabilitation and support services to approximately 7,600 clients with mental illness and 4,500 clients with substance use disorders annually. ADMHS is responsible for ensuring the provision of services mandated by the State of California for children with serious emotional disturbance, adults with severe and persistent mental illness and all Medi-Cal beneficiaries with specialty mental health needs or substance abuse treatment needs. Qualifications:

1. Psychiatrist. A California licensed Physician with three years of post-licensure experience as a Psychiatrist that includes two years of supervisory and managerial experience; or,

2. Clinical Psychologist. A California licensed Clinical Psychologist with five years of post-licensure experience as a Clinical Psychologist that includes two years of supervisory and managerial experience; or,

3. Clinical Social Worker. A California licensed Clinical Social Worker with six years of post-licensure experience as a Clinical Social Worker that includes two years of supervisory and managerial experience; or,

4. Marriage and Family Therapist. A California licensed Marriage and Family Therapist with six years of post-licensure experience as a Marriage and Family Therapist that includes two years of supervisory and managerial experience; or,

5. Registered Nurse. A California licensed Registered Nurse with a master’s degree in nursing, psychiatric nursing, psychology, public or business administration, or health care administration, with six years of post-licensure experience as a Psychiatric Nurse that includes two years of supervisory and managerial experience; or,

6. One of the above listed licenses and two years of experience as a Manager in the Santa Barbara County ADMHS department
