Description:

Under general supervision, plans, organizes, and coordinates the County Emergency Management Program for planning and coordinating the County response to disasters and national security emergencies.
-Develops, prepares and maintains the County’s Emergency Management Plan and supporting documentation such as incident specific plans, Emergency Operations Center (EOC) Activation procedures and call out lists.
Works closely with other county departments and a variety of outside agencies and organizations to develop and update the Emergency Management Plan.
-Coordinates regional and statewide policy interpretation; recommends solutions to technical problems, and required actions; makes final decision on technical interpretations.
-Monitors and reviews trends in emergency management issues, and recommends operational and policy improvements; reviews legislation and legislative changes to assure that the County is in compliance with federal and state laws and regulations.
-Assures the county meets eligibility requirements for federal, state and county reimbursement programs; recommends changes as appropriate; develops and conducts emergency exercises and prepares required FEMA After-Action Reports.

Qualifications:

Possession of a Bachelor’s degree in Business or Public Administration, Behavioral or Social Sciences, Communication, Natural Sciences, or related field AND two (2) years related administrative, technical or operational experience in an emergency services environment.

OR

Possession of an Associate’s degree or completion of sixty (60) or more units with major coursework in Business or Public Administration, Behavioral or Social Sciences, Communication, Natural Sciences, or related field AND four (4) years related administrative, technical or operational experience in an emergency services environment.

Valid State of California driver’s license is required.
