About the Division
The Division of Energy and Sustainability Initiatives currently
oversees three programs:
Community Choice Energy, a general fund program, is pursuing
potential development of an program that will give local
consumers a choice in how their electricity is procured;
emPower Central Coast, an externally funded program, launched a
range of services (financing, advising, incentives, education) in
2011 to help building owners and professionals overcome obstacles
to lowering energy use, and expanded in 2014 to serve Ventura,
Santa Barbara and San Luis Obispo Counties, and
County Sustainability Goal Implementation facilitates
interdepartmental implementation and tracking of the County’s
broad climate and sustainability goals including the recently
approved Energy and Climate Action Plan.

About the Position
The Project Supervisor is a management level position that works
under general direction in from the Division Chief and will be
responsible for providing administrative and analytical support
and development for the Division, particularly for the Community
Choice Energy (CCE) effort, and also in support of the emPower
Central Coast programs. The Project Supervisor will work out of
the Santa Barbara office and travel between neighboring counties
as needed (San Luis Obispo and Ventura). The Project Supervisor
will formulate, execute and oversee workplans and procedures
necessary to complete phases of CCE implementation across
multiple jurisdictions within the region, lead stakeholder and
partner engagement and general public outreach, and implement
various building efficiency programs under emPower Central Coast.
The Project Supervisor analyzes and reports on program
requirements and performance to internal and external
stakeholders; and performs related duties as required.
The ideal candidate
-Masters Degree in related area is preferered
-Familiarity with Community Choice Energy and related regulatory
processes
-Experience building relationships with local leaders
-Detail oriented self-starter with a personal commitment to
excellence
-Strong writing and public speaking abilities
-Experience managing technical consulting contracts and
contractors
-Strong team project execution experience
-Experience in energy operations and policy
-Experience in developing initiatives that require interagency
operations
-Ability to prioritize tasks and effectively manage competing
deadlines
-Detail orientated with a strong sense of personal responsibility
and ownership of work product
-Experience in a highly visible, fast paced change oriented work
environment
Qualifications:
The qualified candidate will have a Bachelor’s degree and 2 years
of experience in energy or utility related programs or services.
In addition, qualified candidates will have 2 years of project
management experience (which may have been obtained
simultaneously with the required 2 years in energy or utility
related programs or services).
Or the qualified candidate will have a combination of training,
education, and experience that is equivalent to the employment
standard listed above and that provides the required knowledge,
and abilities.
Possession of a valid California Driver License is required by
the time of appointment. Independent travel throughout the county
and state is required.
