Description:

The Engineering Supervisor supervises engineering staff and their work as project managers of Napa County various road, building and other facilities capital improvement projects.  In addition, the Engineering Supervisor serves as project manager on more complex capital improvement projects.  Furthermore, the Engineering Supervisor works closely with Public Works management keeping management appraised of the progress of projects and to resolve project issues that may arise.

Plan, organize and supervise the daily operations of land development, flood plain management and storm water management activities associated with the Public Works Department; review improvement plans prepared by private firms for accuracy, design and completeness and conformance to laws and County design criteria; conduct traffic surveys; supervise all survey work and materials testing; perform and/or supervise the performance of map checking for records of survey and parcel maps; oversee the processing of a variety of land use permits, including but not limited to building permits, flood plain permits, and lot line adjustments; oversee or personally process certificates of compliance; review engineering plans as part of land use applications; administer the County road and street standards; perform complex professional engineering work in the planning and design of highways and bridges, drainage systems, buildings and related structures; perform difficult engineering work on major projects including cost analysis, projected time tables of various stages of assigned projects, progress reports and required specialized research; meet and confer with contractors and consultants on assigned projects to assure compliance with County codes and design requirements, and to resolve problems or project modifications; work with utilities and land and water agencies in matters concerning relocation and rights-of-way; plan, assign and direct the work of professional and sub-professional engineering staff performing a variety of engineering assignments in connection with the construction and improvement of public works projects; assist engineering staff with difficult engineering problems; perform and/or supervise the performance of the more difficult phase of complex road or bridge design and layout work; supervise the preparation of maps, plans, charts or diagrams and the maintenance of various engineering projects; plot topography, cross sections, and profiles that would determine grades, cross sections and elevations of roadways; prepare specifications, estimates and preliminary reports for the construction of highways and roads; confer with management staff during preliminary and design stages of work and discuss technical policy problems; supervise the performance of all inspections and testing required under County contracts and all inspections and a major portion of testing for highway projects under the Federal Aid Program; direct the inspection of work accomplished under encroachment permits; review and analyze technical and engineering issues; provide technical information to officials of other governmental jurisdictions, other engineers and the public; assume responsibility for a variety of personnel actions including assisting with employee selections and promotions, conducting performance evaluations and recommending disciplinary actions; serve as a staff resource to boards, committees, commissions and task forces as required; respond to inquiries and complaints; provide technical assistance to the public; prepare complex engineering reports and correspondence; perform related duties as assigned.

Qualifications:

Typical Qualifications: 

Knowledge of:

Principles and practices of effective supervision, training and performance management of assigned staff.

 

Principles, practices and techniques of engineering to direct projects from inception to completion. 

Statistics and advanced mathematics including algebra and analytic geometry.

Correct usage of engineering equipment including computers, computer programs in the engineering field, calculators, drafting and surveying instruments.

Design principles, construction materials and the stress analyses required in planning highways and bridges. 

Principles of mechanical engineering, structural engineering and surveying as they apply to the design of roads and bridges.


Skill to:

Prepare accurate engineering computations and drawings.

Formulate accurate plans, specifications, cost estimates and comprehensive engineering reports.

Supervise the preparation of engineering designs, plans and specifications in the construction and modification of public works facilities. 

Understand, interpret, explain and apply applicable laws, rules and regulations.

Plan, organize, supervise and evaluate the work of professional and technical staff; develop and provide effective training.

Analyze situations accurately and take effective action.

Communicate effectively both verbally and in writing.

Prepare and maintain clear, concise and comprehensive records and reports.

Use computer aided drafting to produce maps and other documents.

Work independently in the absence of supervision.

Adjust to changing workloads to meet deadlines.

Establish and maintain cooperative working relationships with the public, staff, other agencies and departments.

Ability to:

Lift up to 50 pounds.

Use computer equipment for extended periods of time to complete plans.

Walk on uneven ground for long periods of time.

Stand for long periods of times

Experience and Education

To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge, skills and abilities. A desirable combination is:       

Experience:        

Four years of responsible professional civil engineering experience, including at least two years of which shall have been in a responsible capacity involving planning and design or acting as a resident engineer on large and varied construction projects and/or supervising the daily operations of land development, flood plain management and storm water management activities.

Education:

Bachelor Degree from an accredited college or university with major course work in civil engineering, mechanical engineering or land surveying, or a related field.

  License or Certificate

Possession of a valid certificate of registration as a civil engineer, mechanical engineer or professional land surveyor issued by the California State Board of Registration for Professional Engineers, Land Surveyors and Geologists.

Possession of a valid Land Surveyor license is highly desired.

Possession of a valid California Driver’s License
