An Environmental Engineering Specialist is responsible for performing a combination of the following essential job functions: conducts field biological and ecological investigations of streams, rivers, lakes, and oceans; conducts evaluation of project environmental impacts and prepares technical reports and specifications to portray environmental impact significance, and provide assistance related to environmental issues (e.g. biology, ecology, social ecology, botany); conducts field biological assessments and analysis on endangered species and wildlife surveys of native habitat and vegetation; prepares environmental impact statements and recommends corrective actions and alternatives; performs analysis and interprets the results of biological, microbiological, biochemical, physical, bacteriological and parasitological tests; completes technical planning studies of flood protection, habitat enhancement and restoration efforts, open space and trails and streams stewardship activities; analyzes and evaluates available data on the effects of water pollutants, waste management, water diversions, and water use on human health, vegetation, fish, wildlife, water supplies, potential land uses, and other aspects of the environment and makes recommendations for remediation; responds to and resolves citizen inquiries and complaints associated with environmental issues; attends public meetings and provide technical expertise, as needed, to a wide variety of individuals, organizations and agencies on matters impacting Los Angeles County watersheds; performs statistical analyzes and prepares tables, charts, and graphs of results; reviews and interprets water quality data; researches and reports on water quality constituents; reviews proposed regulatory documents for monitoring and water quality requirements; provides chemistry and biological expertise; provides expertise in designing special monitoring programs; participates in monitoring sample collection; and manages water quality and special studies consultant contracts.

Desirable Qualifications:

  • Knowledge and experience in environmental and regulatory background including the  Federal Clean Water Act (National Pollutant Discharge Elimination System, Total Maximum Daily Loads), the California Porter-Cologne Act (the Basin Plan), and California Water Code regulations
  • Experience working with governmental agencies, regulatory agencies

Qualifications:

Selection Requirements: Graduation from an accredited four-year college or university with a Bachelor’s degree in environmental, ecological, biological, chemical, earth science, or natural science – AND – Two years of full-time paid professional experience related to environmental and watershed management. A Master’s degree from an accredited* college in one of the above mentioned fields may be substituted for one year of the required experience.
