Description:

Reporting directly to the Board of Supervisors and County Administrative Officer, the Environmental Management Agency Administrator/Director of Environmental Health is an at-will department head that will be responsible for the overall operation of the Agency.  The Environmental Management Agency Administrator carries out the objectives of the Board of Supervisors by providing the efficient delivery of public services and will be responsible for:

  • Providing day-to-day leadership for the Environmental Management Agency employees and volunteers through communication and demonstration of the organization’s Vision, Mission and Values; 
  • Working with and establishing productive relationships with federal, state, local and other agencies for the effective implementation, coordination and development of all programs;
  • Responsibility for overall policy development, program planning, fiscal management, and operation of assigned programs;
  • Planning, organizing and directing the division’s activities;
  • Monitoring developments in the field of environmental health, agriculture, air pollution control and animal services administration and submits periodic summaries and analysis of these developments for the Board’s consideration in policy development for the department;
  • Developing and implementing policies and procedures to ensure efficient and effective  services;
  • Identifying and prioritizing key processes for improvement based upon customer feedback/trends and develops and implements process improvement measures and controls;
  • Overseeing processes for recruitment, hiring, selection, evaluation, professional growth, and discipline of employees; Insures accountability for duties and projects assigned to division managers and other staff;
  • Planning, organizing, directing and coordinating  comprehensive environmental programs, including commercial cannabis cultivation;
  • Interpreting, analyzing, explaining and applying laws, rules, regulations and ordinances;
  • Fee study and development for services;
  • Preparing and monitoring the annual budget including expenditure control and revenue collection processes; estimating and anticipating changes in the level of service required and new equipment needed;
  • Working closely with the Friends of the Calaveras Animal Services (FOCAS), Calaveras Humane Society (CHS) and associated volunteer groups related to training and promotional activities.
  • Preparing routine or special reports as needed, and;
  • Acting as an ambassador by promoting and enhancing the Agency’s image within the country and   communities therein

Qualifications:

The ideal candidate will be articulate, collaborative and confident with a proven track record in environmental management.  A knowledge of contemporary Agriculture and Animal Services functions and ability to provide proactive support to both internal and external customers is desired.

Must be a registered environmental health specialist with five years of professional level supervisory, administrative, executive or consulting experience.
