Description:

The Monterey County Treasurer-Tax Collector is an elected officer of the County. Operating under statutes of the State of California, the Treasurer-Tax Collector performs a variety of functions which collectively contribute to the financial management network of the County, the County’s school districts, and many of the County’s special districts. The Treasurer-Tax Collector department consists of 3 divisions, Property Tax, Treasury, and Revenue. The Property Tax Division is responsible for overseeing the billing, collection, reporting and accounting for all property and transient occupancy taxes levied in the County. The open Finance Manager I position is in the Tax Division.

The Finance Manager I class is used County-wide and is responsible for directing, planning and organizing fiscal and accounting operations for either a small department or large and complex divisions in Monterey County. The positions administer or perform a combination of budgeting, billing and fiscal management functions; direct the operations of the accounting section; provide budgetary and fiscal advice to management; and oversee the integrity of financial transactions. Any eligible list generated by this recruitment may be used to fill vacancies in other departments as they occur, and may be merged with any unexpired eligibility list for the same position.

Responsibilities may include, but are not limited to:

Plans, implements, organizes, directs and monitors Division fiscal systems, financial controls and accounting operations including general ledger and cost accounting, budgeting, program billings, contractor payments, financial reporting and internal auditing.

Develops quality standards and continually evaluates Division accounting, billing, financial reporting and auditing systems to insure compliance with sound accounting principles and local, State and Federal policies and guidelines.

Establishes and maintains positive working relationships with departmental management and staff, other County departments, outside agencies, vendors and State and Federal program auditors.

Prepares budget for the department or a portion related to the major area of responsibility.

Provides training and supervision to professional, technical and clerical staff in the areas of accounting applications, budget administration, application of the law, and other fiscal and administrative support as necessary.

Plans, develops and coordinates fiscal management policies, goals, objectives, procedures, standards and programs wit the management team.

Communicates and interprets fiscal management goals, objectives, policies, procedures, standards, programs and services to departmental management and support staff.

Identifies computerized accounting, budgeting, billing, program management and other management information system requirements and works with management team to design and implement the requirements. 

Qualifications:

Knowledge of:
The principles and practices of public finance administration, particularly in the areas of accounting operations, budget preparation and management

Fiscal control auditing, cost accounting, financial reporting, forecasting, financial analysis, internal financial and operations auditing

Principles and practices of reimbursement, grant management/monitor/control

The application of data processing to accounting operations including budgeting, billing, fiscal monitoring and reporting

Accounting and auditing principles and practices used in public finance, including third-party reimbursement principles, policies and procedures

State and Federal law affecting fiscal operations, reporting and resource management, including regulations specific to public finance

Principles and practices of internal auditing and operations auditing

County policies regarding travel and cash handling

Computerized data processing as it relates to accounting operations and management information systems

Principles and methods of supervision and management, including work planning, analysis and organization

Selection, training, development and evaluation of employees

Quantitative analysis and statistical reporting

Operating principles and capabilities of personal computers and mainframe computer systems

Word, Excel, Access and other common computer software applications
