Description:
Under general direction of the Deputy Director-PWA, organizes,
coordinates, and directs professional staff in the Groundwater
Resources Section as part of the Watershed Protection District
(WPD) Water Resources Division; oversees and directs, under the
policy direction of the Fox Canyon Groundwater Management Agency
(FCGMA) Board, FCGMA staff; and performs related duties as
assigned.
The ideal candidate will be experienced in groundwater basin
management, and familiar with the new Sustainable Groundwater
Management Act (SGMA). The ability to provide leadership and
direction to create a high performance environment for continuous
improvement is expected. Effective interpersonal and
communication skills are needed to present geological and
hydrogeological information in an easily understood and
cooperative format for decision makers (Example: Fox Canyon
Groundwater Management Agency or Ventura County Board of
Supervisors) or other stakeholder groups. The candidate will be
proactive in identifying issues, critical decisions and future
challenges to ensure the long term stability of Ventura County’s
groundwater resources, and be organizationally sensitive on
complex and controversial issues.
Qualifications:
Completion of a Bachelor’s degree in geology, hydrogeology, civil
engineering, or a related degree, and at least four (4) years
(for Groundwater Manager I) to six (6) years (for Groundwater
Manager II) of progressively responsible professional geologic
and hydrogeologic experience, including at least one year’s
experience supervising technical staff.
State of California registration as a Geologist, Engineering
Geologist, Hydrogeologist, or Professional Engineer is required
for Groundwater Manager II.
NECESSARY SPECIAL REQUIREMENTS
• Must possess and maintain a valid California driver
license.
• Comprehensive knowledge of natural and physical science,
geology, hydrogeology and engineering geology is required.
• Knowledge of federal and state laws and ordinances pertaining
to water resources and water quality is required.
• Knowledge of water conservation practices, well-head protection
policies, sources of groundwater contamination, CEQA and land
development and impacts to groundwater resources, well
construction and destruction requirements, well efficiency
methods, groundwater management, groundwater supply and water
quality monitoring, environmental program coordination, and
hydrology is required.
• Must be able to establish and maintain effective working
relationships and to communicate effectively orally and in
writing.
