The Marin County Human Resources Department and the Marin County Department of Health and Human Services are announcing a recruitment for the position of H&HS Compliance Officer. There is currently one full-time vacancy.

The H&HS Compliance Officer is responsible for the development, administration and analysis of the Department of Health and Human Services’ compliance efforts including those pertaining to County policies and practices as well as those pertaining to health and welfare laws and regulations. The Compliance Officer develops policies, procedures, trainings and other resources to meet regulatory compliance requirements across a broad spectrum of service areas including client information privacy, security, data use agreements and health care compliance including Medi-Cal and Medicare reimbursement.

In addition, the Officer coordinates education and training regarding compliance and monitors and coordinates responses to audits and other investigations. This position will develop policies and procedures for compliance programs to ensure employee and physician awareness of the compliance programs, develop compliance-related reporting, prepare compliance risk assessment analysis for departments, and promote the awareness and understanding of these programs with high ethical and moral principles consistent with the mission, commitment and core values for the County of Marin.

Qualifications:

The ideal candidate possesses knowledge and professional experience in public sector health care compliance, integrated behavioral health and/or human services client information privacy, security and regulatory compliance. In addition, the ideal candidate has a detailed understanding of state and federal governmental requirements for a County-wide privacy assurance program and a healthcare compliance program, knowledge of principles and practices pertaining to the legislative process and applicable laws, codes and regulations governing health care activities. Demonstrated competencies in the areas of project management, computer skills, exceptional written and verbal communication and interpersonal skills, and establishing and maintaining effective working relationships with co-workers and a wide range of stakeholders is required. Knowledge of mental health managed care, HIPAA, HITECH Act, Medi-Cal and Medicare regulations and policies and procedures is required.

Minimum Qualifications:

Any combination of education and experience that would provide the knowledge and skills listed in the class specification. Typically, graduation from a university or college with a Bachelor’s degree in public health, social work, statistics, economics, business/public administration or a related field, and four years of progressively responsible experience in administrative, professional, investigative, technical or other responsible work directly related to the safeguarding, maintenance and processing of private and confidential health and/or social services information.

A Master’s degree in public health, social work, business/public administration or a related field may be substituted for one year of the required experience.

Possession of a Healthcare Compliance Certificate issued by the Health Care Compliance Certification Board is highly desirable.
