Manager
Summary of Position
The Health Department seeks a results oriented Human Resources
Manager who demonstrates excellent communication and analytical
skills to join the Monterey County Health Department. The
position works under the direction of the Director of Health, and
in consultation and collaboration with the County’s Human
Resources Department. The individual will manage and direct the
Department’s complex human resources programs and projects.
This HR Manager is responsible for achieving the unit goals and
objectives; and implementing and maintaining programs, developing
policies, procedures, and systems. The position is responsible
for directing, administering, and evaluating the effectiveness of
all departmental human resource functions including recruitment,
employee relations, classification and compensation, labor
relations, Workers’ Compensation and safety, timekeeping, staff
development and training. The position serves as the departmental
equal employment opportunity liaison; and ensures compliance with
County personnel policies and regulatory agencies.

Will have a proven track record demonstrating the following
knowledge, skills, and abilities:
• Interpret and apply Federal, State, County and other local
laws, codes, regulations, ordinances, policies, and memorandum of
understandings, pertaining to employment practices, labor
relations, and Equal Employment Opportunity.
• Analyze complex human resource issues, make sound
recommendations and/or develop alternative solutions; utilize
strong oral and written communication skills to move complex
issues forward to positive resolution.
• Possess a solid foundation in each of the functional areas of
human resources in order to direct program areas; and train,
supervise, and manage the work of technical and professional
personnel staff and consultants.
• Effectively manage employee relations program areas/issues;
conduct investigations, prepare disciplinary actions, grievance
processing/resolutions; assist legal counsel in arbitrations and
litigation, and resolve EEO/AA issues.
• Apply the principles and practices of project management and
administration, including strategic planning.
• Keep abreast of developments and implementation of current
legislation in Health administration and Human Resources
impacting the department.
Conditions of Employment:
• Incumbents will be required to possess a valid California class
C driver license or be able to provide suitable transportation
that is approved by the appointing authority by the time of
appointment.
• Successfully pass a background investigation.
