Description:

The County of Sacramento is recruiting for the position of Inspector General. The Office of Inspector General has broad oversight powers that include the evaluation of the overall quality of law enforcement, custodial, and security services; the authority to encourage systemic change; and will provide “monitor style” oversight of the Sacramento County Sheriff’s Department. The highly qualified individual selected as Inspector General will be offered a personal services contract with the County of Sacramento. The contractor will work closely with the Sheriff’s Department as an independent monitor who will provide oversight of investigations of citizen complaints against the Sacramento County Sheriff’s Department and inform and advise the Board of Supervisors, the Sheriff and the County Executive relative to their findings.

Qualifications:

The preferred candidate would possess a BA/BS degree from an accredited university. A master’s degree or juris doctorate is highly desirable. The individual selected by the Board of Supervisors and Sheriff must possess specialized skills, attributes and experience, including a thorough understanding of:

 

•The principles/practices of modern public administration, especially in law enforcement;

•General law enforcement practices, especially related to use of force, detention, arrest, searches, forcible entry, jail operations and custodial practice;

•California and Federal law related to public safety internal investigations;

•Essential elements contained in the California Public Safety Officers Procedural Bill of Rights Act (California Government Code §3300 et seq.);

•Working with individuals of diverse ethnic, cultural, and socio-economic backgrounds;

•Public relations practices and techniques, including public speaking;

•Current literature on police oversight concepts and practices, research methods, report writing techniques, statistical concepts and methods; and

•General legal principles, practices, terminology and documents
